I am managing a leading club in a Balcan country (Bulgaria), and I have managed to convince the board to upgrade both the training facilities, and the youth facilities. However, I cannot ask for the upgrade of the youth recruitment network, and it is äbove average"which is not very good compared to the other major teams in the region. I have managed to reach 1/8 final and 1/4 final in two consequtive years in the UEFA cup, and twice entered the Champions League group stage, so the finances are not the problem, I think. Also I am 61st in the European club ranking, so I don't think that the club statues is the problem either. So, can somebody tell me what is the problem, and how to solve it, because if I don't get good regens I can't make them good players whatever youth facilities I have.
