Does it make scouting ingame pointless? or do you still have to have scouted etc to have the player come up on the tool?

say you have a player with PA of 150 and you train him in two different saves, two different ways, would his final stats always turn out the same? was playing around with genie scout and and doesn't feel right that you can never train the to be better at passing etc past a certain number?
