Is this rule that comes into force at the end of this season where the EL winners qualify for the UCL included in the game?

Whenever I load a database and attempt to make any change atall in the database I'm simply unable to save the work. This didn't happen when I first bought the game so something has clearly changed, can anyone help me/ having the same issue?
