5 year transfer embargo for all clubs with 3000+ reputation 2020-12-14

Database where all clubs over 3000 reputation have a 5 year transfer ban, until May 2025 (I don't remember if it's 3000 rep included or only above but it covers all the bigger clubs anyway). Should be useful for tactic testing
