Do youngsters stats go up when you send them out on loan?

I haven't had much luck sending youngsters out on loan. I sent a 17 year old out to Inter and his "potential" ability actually went DOWN during his stay there. That's pretty much how it goes across the board for me. The only way they go up when out on loan is the natural stat increases that come from age.
