Well it does in Chelsea's case. The only reason they used to spend big was down to Abramovich's money and he's made it clear that Chelsea are no longer the team who are linked to every other player in the transfer market.

If it was realistic they'd have a basic budget of fifteen million with the board being open to spending big for a specific player.
