Update works on FM16 16.2.0,hasn't yet tested in 16.3.You can try,probably it'll work.
Most of the European connected transfers are done till 01.09.2016(Around %80-90)
Around 40.000 transfer changes.

One of them includes transfers all over the world.It's name is FM-Nights Resim Transfer Yamasi.
Another one of them includes new Turkish Super Lig team names for some teams. FM-Nights Resmi Takim isimleri.
Another one of them includes new transfer and salary budget for Turkish Super Lig teams.
