Harry Kane's PA should be much higher than 163. He should be rated 170 at least, especially considering the similarly aged players with higher PA. If dominating across youth level and scoring 20 goals in the EPL only gets you 163 PA, then you need to downgrade Lukaku, El Sharaawy, Icardi, Ayoze Perez, Morata, Aboubakar, Vietto, Destro, Benteke, because it's criminal how they can all have higher PA.

Why are you so certain he doesn't even have the potential to be one of the best in the world? Regardless of the hype, anyone would tell you he's at least got the potential.
Right now, he has the exact same PA as Ayoze Perez from Newcastle, who is slightly older, and hasn't proven even a fraction as much as Kane.
What about Malcom? What has he done to merit 180 PA? and Mattia freaking Destro? He was linked to West Ham on loan after struggling in the Serie A; even he has higher PA!
The reality is, it's difficult to measure potential objectively, but you at least have to allocate them based on the facts. Kane has proven far more than a lot of the other 18-23 year old strikers with higher PA, so why is his PA lower?
He scored 7 goals in the EPL in the first half of the season, which is very respectable, and finished with 21, which is extremely good. By locking his PA at 163, you're claiming he cannot be better than Wilfried Bony.
