LFCMarshall's FM14 update suggestion thread

I'm not sure if it was because of the update but I'm trying to sign Javier Hernandez from United. I'm in my Second season with Crystal Palace, we've agreed on the fee and contract but work permit fail?

I'm not too fimilar on work Permits but how can Hernandez fail a WP in a country where he's been playing 4 years in?
