Buy: Luke Shaw, Timo Werner, Eder Alvarez Balanta, Lucas Romero, Aleksandar Mitrovic, Will Hughes, and Juan Fernando Quintero.

Sell: Cleverley, RVP, Valencia, Javier Hernandez, Smalling, Büttner, and Young

Yes, this is possible. Barely.

Overall, this leaves you with a world-class team to begin with, but also already gives you a team that will be world class in a decade. The following will be a world class starting XI in the 2024-2025 season (and I've already got all these players after the first transfer window):

GK: David De Gea
LB: Luke Shaw
CB: Eder Alvarez Balanta
CB: Phil Jones
RB: Rafael
CM: Lucas Romero
CM: Will Hughes
AML: Timo Werner
AMC: Juan Fernando Quintero
AMR: Adnan Januzaj
CF: Aleksandar Mitrovic

Meanwhile, you're still a really good and deep team in the present anyways. Here's the depth chart after that transfer window:

And then you've got the following in case of lots of injuries:
