Check out mount and blade - dirt cheap not the best graphics but it is so addictive and fun to play

Hearts of Iron 3 may be? But that is hardcore. It made my mind explode when I tried to get into it.

If you do get Rome get Europa Barbarorum. It is probably the best realism mod for it, and one of the best mod I have ever played for any game.

Or if you get Medieval 2 + Kingdoms, get Third Age: Total War. Even if you aren't a LOTR fan. It is that good.
