Luan on a free transfer, he's young, but you'll need to train his speed. Also, try to get an older one on a free, too, someone like Ibrahima Faye.

//Edit - Luan was touted as the new Maxwell at the start of the game, he's developing nicely, but don't get your hopes up if you read that - he's fine for a league like the SPL but he is no world beater.

I always go for Oscar Wendt from FC Copenhagen, great solid LB he costs the double of your budget to buy so getting him on loan would probably work.
