running with ball is beneficial to fast, pacey strikers who have good first touch, technique and dribbling stats! So Eto'o would be set as often and Milito sometimes (using your 2 players as examples)
run from deep is how often the striker will start making runs past the defensive line once you are in possession of the ball in an attacking area, this is good for quick strikers with good off the ball movement (a PPM can also be tought, moves into channels) to catch the defenders out. Eto'o would have this often, Milito sometimes...
strikers like Guiseppe Rossi and Berbatov who have good passing & creativity would benefit having run from deep set to never to drop down into the pocket, gain possession and start looking to play killer balls or bring in other players around them
Don't play with target man ticked, I think its a farce to be honest! if you do want to use it, for a player like Eto'o it would be "run onto ball" and Milito would be "to feet" or even "mixed"
