This will be because to get a work permit he has to have played a certain percentage of international games, I imagine as he hasn't played for Barca he hasn't, then in turn played for Brazil. He always gets a work permit at the start of a new game due to his current inclusion in the national set up.

Carlos Vela was amazing for me as an advanced forward. Topp scorer in PL two seasons in a row, but could not refuse PSGs bid of around ?45 mill, good payoff though ^^)
