I would revise your tactics before going out and buying new players tbh. Getting only 12 goals out of Rooney is poor considering his ability. I would make a few queries in the tactical section.

Play Hernandez regularly and as a poacher and watch the goals flow, he is insane. And second season as Liverpool I picked up Edin Dzeko for around £10m and he is one I'd seriously recommend.
