I am obsessed about Mata. He is the perfect signing for Arsenal and Wenger, he run into the channels and plays the inside balls that arsenal thrive on, and when needed he can even go wide and play the perfect cross. Plays excellent technical football, and yet can go direct when needed. Covers AML and AMC, even AMR if really needed. And at £25m he is a big marquee signing for Wenger to sign big (which will shut up the more idiotic fans) and much more importantly to sign right (will placate the reasonable ones) and it prevents a direct rival from strengthening

No, not Mata, transfers in general. And I don't mean signing a contract, I mean agreeing the terms, but not an actual contract. Obviously they have to ask permission, but once they have it they then talk to the player's representatives, then the negotiation with the player will be ongoing alongside agreeing a fee with the club. This isn't always the case, but this is the way it works a lot of the time now. Although quite a few transfers the player will actually be tapped up.Assuming you're talking about Mata and Chelsea's bid? You have to have a bid accepted before you can agree a contract with the player... And you have to have the permission of the selling club to speak to their agent about it. Chelsea most likely just to be testing the waters. Not sure if they'll go back or not - quite a high first bid. <br>
