Chelsea bid €25m for Mata, 20 up front and 5 in installments, but Valencia's president rejected the offer, claiming that after the 31st of July the club is under no obligation to allow clubs to speak with the player (His release clause 'expired'). This would mean the Asturian's (Mata) transfer would have to wait until next season, but a newly signed document apparently states that a new clause comes into play on the 1st of September, lasting till the 31st of July, and it's thought to be of a significantly lower value than the 25m currently on the table. If Chelsea decides to take advantage of this clause the transfer would go through in the summer, as the player is said to be very interested in playing for Chelsea.
