Ok, I've given new Counter version number of stress tests and it proven its worth.
The final test was real game play in my long term save at West Ham and it went awesome.
Here are the results and you can judge by yourself.
Here's the most important part: it's just impossible to achieve such results without using Overload and Waste Time versions and I used it almost every game.
Here's typical match scenario:
1) I start match with tactic according to the guide.
2) If I lead after 1st half then I keep using it.
3) If lead more than 2 goals then I could change for Waste Time or keep using base tactic it depends on opposition's strength.
4) If I draw or lose after 1st half then I change for Overload and after 15-25 min of using it I usually score and then change to base version.
Why many struggle to get consistent results? The answer is simple it's because they stick to one tactic/formation!
Every formation has its limits. Here's what I'm talking about:
You just can't get extreme attack from 4-1DM-2-2-1 formation and no matter whatever team instruction/shouts/PIs you set and the same time you just can't get extreme defense from 4-2-3-1 formation.

Hybrid formations:
These formations have moderate attack or defense. Some of them are more attacking and some more defensive. They all can be used as starting tactics but none of them have extremes but it happens very often that during the match you need extremes!
How do AI teams play?
They play exactly as I described above. You can see that such clubs as Man Utd, Arsenal, Liverpool and many more go for extreme formations almost every time when they are unhappy/happy with current result.
Yes, they start matches with 4-3-2-1/4-1DM-2-2-1 or whatever formation but in 2nd half if they are unhappy with the result then they go for extreme formations.
