What is the WORST team in England (London based)

Been searching the old forums, but haven't been able to find the post where people say that the crowd/stadium upgrade capacity later on is based on what area the club is located in.

Anyone able to find that information somewhere?
 
I went through all the lower teams in FM Genie Scout 14g, and none of those from Skrill north/south come from "London" in the database, the lowest team based in "London" is Barnet in Skrill Premier. Guess I'll settle with that for now!
