Who's gonna finish higher - Arsenal or Tottenham Hotspur?

Currently, I can't see Tottenham finishing above Arsenal this season, despite the point tally being the same.

Arsenal for 2nd/3rd place. Tottenham 4th/5th.

Arsenal easily.

I'm surprised that with Arsenal's quality, this question has even arisen. Tottenham don't look like the full package for me this year and, in my opinion, Arsenal will easily outdo them.
