to answer your question:
I started with 108 000 000 Pounds.
I sold Silva, Sane, Delph, Zinchenko, Aguero, Gündogan, Bravo and Fernandinho for about 202 000 000 Pounds.

Then i reduced my wage budget and that increases my Transfer budget for another 20 000 000 Pounds.

With this 330 000 000 Pounds i bought de Ligt, Icardi, Dybala, Savic, Donnarumma, Diawara, Tierney and Pellegri
 
I couldnt see one of these for this year, so I will make and stick the one!

****, I must have been ripped off then, because I started the season with Man City with 'only' 60.000 euro's, that's around 53.000 pounds, so half of what you've got.

I sold everyone (+ Touré) you mentioned except for Aguero (too important for my board), Sané (didn't want to sell him to be honest, he's beastly) and Gundogan (unable to sell him, because of his long term injury when starting the season, so I'm guessing you sold him mid-season?).
That gave me just about enough money to get Nainggollan, Mertens and de Ligt at the start, and Donnarumma and Ozil mid season (both transfer listed, so cheap deals).

I can't complain, because the team is performing really well, but I'm far from having your depth of squad in the first season, I'm amazed by the amount of quality players you were able to bring right from the start.

They don't start out that rich no, you just got to make the most of free transfers and the transfer market itself. In fact I think I've never bought a player that was not transfer listed or having his contract expiring (got Gundogan for free as he was 31 years old) It also does help the finances qualifying for Europe every season.
