I've always wondered, how do you balance letting your youth go out on loan to get first team experience and keeping them at your club so they get home grown?

Just before the seasons start you have to select the shirt numbers for your team. Some players have preferred numbers and I was wondering do you give them their preferred number or not? Also was wondering if it affected the player if he didn't get his preferred number or not.
