Yes, the method's exactly the same in FM15 as it was in 14. Helpfully, the vast majority of club IDs have stayed the same, too (I would say "all" but I'm not 100%) so kit packs from FM14 will work for FM15 without major issues.

Ajax's side is part of what inspired me to start this :) Good shout on the homegrown statuses, I hadn't actually thought about that so thanks! Budgets will be realistic for the era. But you are of course free to edit the db before you start a game ;)

There won't be any modern players in the database. Aim is that all major leagues will be timewarped, and all players/former-players in the official database will have been put in the right club for 1994, at the right age, though I can't promise we'll manage accurate stats for them all :)

So far, not very! I've just completed the base file (details here) and I'm looking to start on the actual data files this weekend. I don't have an ETA in mind yet but my aim is to get it close to finished before FM15 comes out ;)
