no you don't have to sell mate - I only enforce the points deduction in my auction rounds. or if you are already in debt and are still bidding for players.

Nah, if you are already in debt in game, you don't get points deduction. Only when bidding for players in the auctions.

for example if MWEST bidded on players knowing he is already in debt, then yes he would have.

It's designed to stop overbiding in auctions - almost like an auction cap.
