The debt is Man United's as the Glazers made it responsible for servicing their debts, when the Glazers bought the club they took out a loan as you said, they have cost United over £500m in interest since the takeover.lol at not realising the debt Manchester United are in is not really affecting their spending power.
Manchester United generate the most revenue in the world (by a football team), therefore, they can still buy players/ sign new contracts etc while paying off their debts slowly.
It's also closer to 400m now while being 700m just over 2 years ago.
The debt is not Manchester United's but the Glazer's, as they took out a loan when purchasing the club. Unfortunately for everyone else they are extremely good businessmen and after the debt is paid off they will only increase Manchester United's lead at the top of worldwide revenue for football and possible be able to compete with the oil-rich owners of PSG, Chelsea etc.
