Using another Turkish rules update on the steam workshop I have managed to create the new rules for the turkish super league (28 man squads,14 foreign player limit), which runs along side the transfer update.

Watch the video. A few hours ago, Brendan Rogers confirmed at a press conference that they had agreed a transfer for Sterling to another club, and that he would be subject to a medical there soon. Even if City or Liverpool don't like make a statement before tomorrow, I think you should include the transfer in the update - it's an exciting one!
