Rangers transfers are negotiated by receivers even though i have £10million in bank
why could this be?

not really sure what you mean tbh? what are recievers...
 
when someone puts a bid in for any of my players, i cant choose to reject the bid
the receivers (i assume must be on the board) choose to reject, accept or negotiate the offer

embargo starts 1st september, you are in administration at the start of the game, so it depends what date your at
 
I think Rangers' Andy Little is worthy of a CA/PA update, played pretty well during spring and started off his new season with a goal in the Challenge cup so I think he needs a some kind of boost (just as a sidenote, currently all of his technical attributes are under 10).

ill have a look what he already is, although he is only in the rangers set up now because they have no strikers left/players left

As of July 4th, a team will be allowed to have 7 foreign (non-Russian nationals) players on the pitch at the same time, unlike the previous season when the limit was 6 foreigners per team. It has been announced that the new rule will run until 2017.
