Chelsea would be ideal for Eden Hazard as it allows him to be a regular starter and its a big club with financial backing and a large fanbase. Plus its located in London.
In the long term, once Chelsea goes into reconstruction phase (it has already started), when they start to replace Lampard, Terry, and Cole, they will build around players like Hazard and Mata. Hopefully they get Hulk or Ibrahimovic and that would be a powerful trident up front.
They'd have to switch to a 4-2-3-1 to fit them all.

I honestly think his ego does not suit United and Fergie would not let him go on like this, City have too much quality in the areas he plays already and he would not get constant playing time like he said he wants either.
