Just curious, why would they not be interested in reporting them? Pushing the pressure onto another club seems ideal.. I think the point is that these 'release clauses' are common knowledge. Otherwise what is the point of a minimum fee release clause, or any such clause, because nobody is going to actually know about it until they put a speculative bid in above that clause.
I think the 40m bid has worked out pretty well for Arsenal, they've forced Liverpool onto the back foot by forcing Suarez to train alone, they've tested what the club would be willing to sell for, they've found out about the contract and the player's interest in moving and have sated their fans by showing they can bid for players of that level and quality - whereas very few actually wanted to sign Suarez due to his baggage anyway. In fact the owner of the entire club had to fly in to Liverpool to actually sort this out and start throwing out some heavy hitting quotes, while Rodgers does his usual myriad evocations of Shankly which he seems to roll out as he knows the fans love it. Wenger seems more interested in the first XI he has right now with a few squad recruits in the background, and this seems a decent distraction with it rumbling for several weeks in the transfer market. I wouldn't be surprised if they made another bid just to test how Suarez will react with the fee increased close to the Liverpool valuation.
I do find it hilarious that even though Arsenal clearly have a lot of money to spend this summer, Wenger is just a little bit unhappy with this side of football and finds it a sour taste in his mouth, and just signs a young Frenchman on a free instead... If that isn't two fingers up then what is.
