to get wilshere youve either got to bid like £40 million or wait until like 4 years in and ope arsenal dont use him that much then get him at a cut price fee but then his hasnt quite developed so he wont be worth it .... i'd use jonjo shelvey he is a good player at the start but develops well and if you use im enough he will be a very good replacement for Steve G
