Dann is a lifelong Liverpool fan and they're reportedly interested, but no offer has been made.
Spurs have made a bid for Johnson, but were rejected and told to come back with a £14M offer.

It IS done without the club's consent. That's the whole point - "they will now start negotiating with the clubs" = blatant tapping up if true. I expect Arsenal will complain if there's any truth to it. We have every right.

how do you know that, for all we know the clubs have said, "go talk to the player, if yuo can agree terms then we talk"

Dont know about the Cesc deal, either its bullishit, or a case of tapping up

Well there's no way Arsenal have said that, and I have my doubts the others have:

According to El Mundo Deportivo, Barcelona has clearly broken FIFA tapping up rules by agreeing "deals" with Cesc Fabregas and Giuseppe Rossi, without written consent, and before reaching an agreement with their respective clubs. Cesc, Alexis y Rossi, OK

It's a formal advancement on what they've been doing for the past 2 years:

"Barca know that none [of the clubs will] make things easy, but also has the OK of the players as their best weapon for bargaining."

"Now the clubs [have] got the OK from the players, Barca must now undertake three-way negotiations with each of its clubs to carry out the transfer."

"Barca wanted to preempt any offers from other clubs and has gotten the OK from the three players high on Andoni Zubizarreta's list of reinforcements: Cesc Fabregas, Giuseppe Rossi and Alexis Sanchez ."

Doesn't sound like they've made any deals to me.

To be fair its not about whether you doubt its about whether its true. If its true then we will hear from the clubs in question. A newspaper article saying they have agreed deals does not prove tapping up

Hence "According to El Mundo Deportivo" and "if true". Of course we don't know if it's true but if it is, it's blatant tapping up and they should be, but won't be, punished.

Because clubs never are. It's widely known that it happens all the time - it's nothing to do with Barca getting away with it specifically. Dalglish did it, etc.

Chelsea were. Its only not punished if it cant be proved. And dalglish doing it way back when is hardly comparable to recent times

It's about how blatant it is - the rules need to be tightened because at the moment, clubs get away with it all the time:

Nottingham Forest manager Brian Clough later said, "we tapped more players than the Severn-Trent water board!"

"[Chelsea] were then in the midst of another controversial episode of possibly unsettling/tapping up fernando Torres from Liverpool who mysteriously put in a transfer request a couple of days before the January 2011 transfer window shut. Harry Redknapp, manager of Tottenham Hotspur, has said that activity which verges upon 'tapping-up' regularly occurs in deals between Premier League clubs, and Scott Minto, a pundit for Sky Sports, said that the ban was "extremely harsh" because of the frequency of it."

Wasn't there something the other day from RAWK saying he'd already agreed personal terms with Downing and had told him in Jan not to renew his contract? And then people said "Kenny's still at it" etc.
