Im just going on the fact the loans were confirmed by disclaimer, may be a problem their somewhere, 2 does seem low now considering the amount of players the big clubs put up for loan

Only 1 player from any specific team is allowed. (for example you cant loan 3 Man City players)
^^From the rules. I take that to mean only 1 loan player however.
The club had masses to spare around 700k a week

Loans were set at 2 premier league loans max with both having to be from different teams.
I've had a lot of chairmen request 3 premier league loans. So for this window only Chairmen can loan 3 players from the premier league as long as it is 3 different clubs.
