In my opinion, Spurs. Then Liverpool and then Chelsea.

Basically I want a team with lots of potential but who are not great now.
I'm looking for an Italian, Spanish, or German team with either a decent transfer budget, or valuable assets I can sell off to raise funds. I want the team to have a big enough reputation that I can sign most of the cheap wonderkids, like Fierro, Kara, Vrsaljiko, but not such a big team that winning everything will be a cake walk. I also want a team that isn't so strong that all the young wonderkids I want to get will never get to play. Thoughts?
Just came 2nd in the EurosBelguim have lots of potential. Hazard, Lukaku, vertoghen and a lot more if you do I would use the wings to your advantage coz Belgium great wingers who can cross to Lukaku
