In FM17 I've yet to see a regen that's as good as either Messi or Ronaldo. I've seen it back on FM12 where I had a Colombian striker that regularly bagged about 45-50 goals a season and a German winger with all 18+ for crossing, pace, dribbling, flair, decisions. Those were the best I've seen and FM17 regularly produces regens that are about that Bale/Rodriugez level but I've yet to see one I'd put alongside Messi or Ronaldo.
Basically the younger you can get them playing the better they will develop. As they age it obviously drops off a bit, I'm pretty sure there's a wheelhouse for different positions where a GK will still develop until he's about 30 while a playmaker might peak around 26. They're all general though and you might find a player doesn't peak until he's older, think Jamie Vardy in real life who didn't look like a quality player till well in to his twenties.
He looks like he could be a quality goal poacher, if those pace stats continue to develop he should be a nice poacher in a countering side, especially since he likes to beat the offside trap.
