That rumour came out ages ago, and has little to no reliable foundations as far as I'm aware. It's the same with Nasri in that neither of them signed contracts during the season (they both end next season), but Arsenal/Wenger never enters negotiations mid-season anyway. He promised back in November or something that Nasri would be offered a new deal at the end of the season and there's little evidence that Nasri isn't interested although there may be some dispute over wages.
Clichy has been reported as wanting to go to/having interest in him from Juventus, but I'm pretty sure his agent came out and said that they [the rumours] aren't true.
The "mass exodus" is two players - one fringe player who Wenger clearly has no intention of keeping and one over-confident player who had "show-down talks" and has decided he isn't getting enough playing time. Wenger was interested in keeping him, hence playing him wide etc. (Possibly trying to appease him) and is now simply respecting his and his agent (father)'s wishes by allowing him to leave. It won't be a Summer Overhaul and anyone that says there will be is talking out of their abnormally large arsehole and don't know anything about Arsenal.
To clarify: Wenger WILL spend, and will probably sign 2/3 players (One "big", one/two replacement squad players and some young players, like Carl Jenkinson). I know that Wenger put in a bid for Ribery to see if he'd take a pay-cut but I don't know what the result of that was. It may not have been a completely serious bid but he had to have a bid accepted in order to discuss personal terms with him and his agent.
