Other Info: I offered them 36 millions for him but they keep asking for 40. i want a strong DMC to help my defense. I already have Ivan Rakitic who plays well, but i want someone better and that can replace Rakitic when needed. and a small question, if i keep offer Roma ammouns of cash that are likely to be rejected, will i unsettle him so that he can be transfer listed?

This. I'd sign a younger player, Yann M'Vila for instance, or wait for Chelsea to sell Mikel. ;)
And if you unsettle him, he might want to join a bigger club than Atlético Madrid (i.e. Man City / Utd, Real Madrid, etc.) and he would have no interest in joining you.
