Apart from Zabaleta (who I think is better than Richards, but now the latter's fit again it's a moot point anyway), the other four changes are all upgrades, some minor (Jovetic over Nasri, Nastasic over Lescott) and some major (Fernandinho over Barry and definitely Navas over Jimmy). More importantly though, you said it was their current SQUAD that was worse, and I have to disagree even more strongly.
In goal, Hart and Pantilimon are the same as they were.
Right back, likewise with Zab and Micah.
Centre-back has improved in depth of quality, with Kolo being effectively replaced as backup by Lescott as Nastasic usurps him. Savic, of course, left after being ****.
Left-back is pretty much the same, though City have offloaded the pointless Wayne Bridge.
Defensive midfield has seen a marked improvement. From the starting pair of Toure and Barry and backups of (on loan, made 1 start) Pizarro, Owen Lolgreaves and De Jong, to a starting pair of Toure and Fernandinho, with backups of Javi Garcia, Barry and Rodwell. Given new recruits further up the pitch, I also expect Milner to be played centrally more.
Attacking midfield. City have lost Adam Johnson, but gained Navas, Jovetic and, err, Scott Sinclair. Easy to see the improvement there.
Strikers is interesting. They've lost Tevez and Balotelli but added Negredo and (if necessary) Jovetic, with Guidetti also backup. Tevez is the best player there, but Negredo isn't far off, and Balotelli wasn't worth the trouble. Either way, unless both Aguero and Negredo get major injuries, City should be fine. Aguero's one of the best in the world, Negredo's excellent, Jovetic has had a great season and Guidetti's extremely promising. City's strikers may not man for man be as good as they were 2 years ago - marginally - but there's more strength in depth.

Can we talk about how good our squad will be this year instead with the new arrivals of errr Varela and that scottish guy David Moyes. Everyone should fear us this season with Anderson/Cleverley to partner Carrick I would be running now if I was you. #TitleOver

Meh, the only huge improvement is Navas. Otherwise its either marginal or potato tomato.

Really hope we don't let Nani go, especially for the pittance being mooted around. My favourite winger at the club, he's unstoppable when he's on it. Always felt he proved he can be consistent when he got a proper run of games and ended up as our player of the year, hasn't really had the same opportunity since with injury and Valencia's form season before last. IIRC, he's made the most assists in the past 3 seasons in the league. Not bad for someone who's inconsistent and missed a lot of games.
Rooney's on far too much to be sitting on the bench, but then, better there than London.
