Like that idea, works well for 9. How many games against each other in group, one/two?
 
Yeah do 3 groups of 3 then the top 2 of each group go into a knockout phase. Make it so only 1st places can be drawn against 2nd places for the first knockout round then it can be anyone vs anyone after that.

What about the two people who finished bottom of the groups last time have a play-off to compete in this 1?

why don't you just do it 2 from each group go into the knockout stages and go from there?
 
it doesn't work, you'll end with 3 teams in the next round and then what? has to be a square number
