Yeah do 3 groups of 3 then the top 2 of each group go into a knockout phase. Make it so only 1st places can be drawn against 2nd places for the first knockout round then it can be anyone vs anyone after that.
right so 2 teams go out of group a, 1 out of group b, 1 out of group c into a quarter final. sound okay?
why don't you just do it 2 from each group go into the knockout stages and go from there?
it doesn't work, you'll end with 3 teams in the next round and then what? has to be a square number
