Newcastle is a good, strong team(especially this season), club with history, but I dont see how a massively immense talent like Hazard would wanna make a step down in his career and leave Lille (champions in France, well yea, its FRANCE, but still.. champions.) and join Newcastle where he will not even play in the most prestigious European tournament CL... (I dont even count LE cuz it doesnt work for him imho)..

To be fair to Mr Terry, the fact that Hazard could go to pretty much any top European club he wants whereas 95% of people had never heard of Cabaye before this season is a most definite factor. Cabaye needed to go to somewhere like Newcastle so that he could prove has what it takes to play in PL and get to the top European level (no offence to Ligue Un)

Tbh I don't think it matters for this discussion, it's all about how they're perceived. Eden is perceived to be an amazing talent and has been for a number of years so he could go anywhere he wants. For him, going to Newcastle would be a step down not because Lille are a bigger club but because he can go pretty much wherever he wants to. Cabaye on the other hand was not perceived to be a major talent (listen to Phillipe Auclaire's comment on FW last week for reference to how he was perceived in France, as a good player but not someone who would become the "lynchpin" of that Newcastle side, or indeed a top european club, so quickly) so moving to Newcastle wasn't a step down for him like it would be for Hazard because at the time it was the best available option.
To answer you question I think that in terms of raw talent Hazard is a good way above Cabaye but as Joel pointed out it's about how effectively they fill their role. To give you a CFC example, I think that Mata is a much more talented player than Sturridge but they're both good at their specific roles.
