You wont get it much cheaper than that so I would get it but to me rome 2 was underwhelming, tbh If they just fixed the UI it would improve things drastically.
regarding EU4 yeah tutorials are not paradox's strong point they're dump in every game HOI CK2 Vicky etc. I dunno which patch the lets plays are you are watching but the best piece of advice i can give you without knowing you playstyle or country is that in the early game since 1.6 hit shock is king.
I play slighty unorthodox early game i fill the aristocratic idea because it gives a diplomat, increases your generals shock value by 1 and 10 percent reduction in mil tech. Its not advisable to do this till you learn a bit more though. I usually get mil tech 5 fill aristocratic then go to mil tech 7 fill defensive ideas. Then catch up in tech.
1.6 is a different animal because manpower based upon basetax so because France is so rich it becomes a juggernaught early unless you put it down. My last game I split france in half with Burgundy but then I had to deal with a big Burgundy blob which is a different proposition entirely. 1.7 is gunna hit on wednesday I have seen on the forums which will change how manpower is calculated so thats going to be interesting. Its going to be a big patch too and is suppised to deal with alot of issues so you may just be getting used to it and it will change lol. But yeah any questions on strategy just give us a message I personally think a Brandenberg> Prussia playthrough is one of the best for learning just take defensive ideas early and your armies will be stronk
