New Owner Demands Changes

Self-made billionaire Bullardinho has today completed the takeover of Italian club Napoli. Bullardinho has stated he will do whatever needs to be done to make the club successful, with the aim of winning the newly formed UEFA Super League.

1: Are we allowed to make transfer offers for uncontrolled top division clubs?
2: What are the conditions for bringing in a lower league player on loan? I guess we shouldn't be able to bring in a lower division team's key player on loan, so maybe some sort of squad status limit to who is available for loaning?

For number 2 wouldnt the key player want to come on loan to a higher division club?

In a way yes, but it kind of breaks the game, because everybody just takes all the best players on loan and nobody has to spend any money. I think in most other Chairman games the rule is they either have to be unhappy or have a squad status of rotation or below.
 
Can I suggest we extend the deadline a little bit for transfers? Until we are 100% settled on rules and stuff.

1. For now I think it'd be unfair to allow those transfers to go through as there could be some new people joining; maybe one or two seasons in that's something we can introduce :)

First guys, I'd like to remind you of one thing for the future: I'm only asking about your club's transfer budget in order to figure out if you're paying 1.5, 1.25 or 1 time the player's value. For example, I'm the PSG chairman therefore my budget is 55 million. That means that for whatever senior transfers I make, I pay 1.5 times the player's value. What is really affected by my transfers is my balance. Whatever money you spend will be taken out of your balance and not your transfer budget! I hope that's clear, let me know if you're still confused.

Just a couple of corrections:

1) I think you forgot to add the £28M I got from Barcelona into my balance. I had a starting Balance of £22M, I sold for 29,5M and bought for £44,8M (see next point), so I should have a positive balance of £6,7M
2) In terms of value paid for youth players who are yet to be capped, you posted that "If you take a youth player who has not been selected for their country, aka Jeff Reine-Adelaide, you pay 1.5 times the player's value."
But here I've paid 2 times value. It's not a big issue, as I hope I can still go in the positive at the end of the season, but might affect the targets that some players go for!

Oh, and thrilled to get all my targets! :D
