There you go - all players in FM have on average 10 stats in their individual position which need to be considered when analysing someone for purchase, or, as you are, wondering why a players' not performing. It's not a question of having great numbers in just a couple of stats, but having a good AVERAGE spread for all the stats reqiuired. EG: A player with all his specialised stats at say 15 each, would be very decent ( but very rare ) player indeed.
And with the player search having so many options, it is very easy to find someone who fits the bill but isn't terribly expensive. But sometimes the game will just decide that it won't let you win, no matter what. So the AI will get one chance and put it away while your Rooney and Ronaldo will have the goal to themselves and yet hit the post/crossbar. It is perhaps the game's way of simulating luck, but unfortunately it can be very frustrating. And unrealistic to boot.
EDIT: It is not very easy. I retract that. It is difficult to know the price at which you can get them.

Not true. If you have a good *** Man, you can listen to him. But you have to know enough to know when not to listen to him and the others.
