Otamendi is not world class but he is good.
Benedikt Höwedes is really good but older than Otamendi.
Neven Subotic the same, not world class.
Mats Hummels is really good.
Simon Kjaer is good as well, again not world class.
Alvaro Dominguez is younger, I don't know his stats for you, but he is your last option compared to the ones above.
Sebastian Toro not so good in my save, like Alvaro.
Kara is decent in my save, plays for everton, not world class.
Mamadou Sakho, here is potential, he can get really good with correct training facilities and coaches.
Jonathan Mensah, decent, plays for Wolves in my save.
Dedryck Boyata, maybe, with correct training, wildcard.
Nicola Nkoulou, plays for OM in my save, they come far in the CL, his heading in my save is dirt, but good player.
Ezequiel Munoz, I was interested in him, not anymore, he is as much decent to potential.
Mateo Musacchio, not world class, decent.
Kyriakos Papadopoulos, he is good, with correct training, possible world class.
Siyanda Xulu, I don't concider him world class, he is decent, plays for Aston Villa in my save.
Raphael Varane, he must be young on your save, 18-19 probably, has potential, hard to tell on world class, I have scouted him once, did not ring a bell for me.
This all depends on your save and who has had them, but out of all your suggestions there are 6-7 that can play as world class.
Grab Howedes, he's great. Otamendi is also definitely worldclass. In fact he's propably one of most consistent and reliable defenders in the game. If you don't get him early he always gets grabbed by one of the big names and next thing you know they want 100milion for him.
The only problem is his heading and height, which is why i prefer to train him as full back. But if that does not concern you, i'd grab him as well.

Youth investments is never a bad investment, it is just a risk, I bought a DC for 4.6M, he turned out to be **** while I bought a MC for 600K, and he is absolutly amazing so it all depends on your facilities, coaches and if you can get a loan out to a good club that actually plays him.
