I don't think you'll get much more from him at this age. I managed to sell him to City for £31m after my first season, but that's because his price skyrocketed after being on the dream team and stuff like that.
I managed get Phil Jones as a replacement for only £18.5m from United, got really lucky there. But I also bought Sokratis Papastathopoulos (about £12.5m if I remember right) who has been a beast in the back. Scout Sokratis and check his price and stats, and decide after that. But you should try to sell him off before he gets too old and/or his value drops.

Managing tottenham, modric is 29 years old and has been a beast as my advanced playmaker, 8 goals and 25 assists last season. Man u lost the title on goal difference to me last season and want to buy him for 38.5 million. I'm hesitating... He is 29 now. Other info, I have Kevin Stoger waiting, he's 21 and has most of the sale areas as Modric, but 15's rather than 17s or 18s like Luka. Deal or no deal?

Deal, i always rather have a youngster come through the team and sell off my players just before they have a drop in value. Also helps with the wage budget.
