Sincerely doubt Hargreaves would go to City. He's too good a player to be on the bench at that club. Deserves to be in a bigger club. Like Everton

His move to Villa would make perfect sense: starting in his favourite position, a box-to-box DM, also allowed to take freekicks and corners, and with a ready replacement in Delph to step in if his knees are feeling a bit dicky.
